Govera is the intelligence layer for public meetings and organizational decision making. This guide walks you through every function of the platform: from creating your first agenda item to building a complete meeting packet. Because every output is grounded in your organization's own records, Govera also acts as a safeguard: helping catch errors, purchasing policy conflicts, ordinance conflicts, and reports that contradict prior decisions before they reach the dais.
"A platform that helps teams retain institutional memory, keeps commitments visible, and surfaces what teams might otherwise miss, meeting after meeting." Govera Product Philosophy
Tip
Staff always in control: All outputs are first drafts. Final review, edits, approval, and distribution remain with your organization. Govera is designed around role-based review, source traceability, organization-controlled approvals, and document retention compatibility.
01
Institutional Memory
Everything important to your organization: searchable in natural language with source citations on every result.
02
Workflow Automation
Smart Create prepares a first draft from a plain language description: staff report, resolution, contract, presentation, and public summary, routed through your approval chain.
03
Follow Through Accountability
Govera identifies commitments from minutes for the clerk to confirm, keeps them visible until resolved, and surfaces open items before the next meeting. Contracts and grants are monitored against renewal windows.
04
Compliance & Risk Protection
Every draft is checked against your organization's own prior votes and adopted policy: helping ensure purchasing rules are followed, ordinances aren't violated, and new reports don't contradict decisions already on the record.

Creating an Agenda Item (Smart Create)
Prepares a complete first draft from a plain language description in under a minute.
Tip
Style anchors: Smart Create uses your organization's prior materials as anchors, so every staff report, caption, resolution, contract draft, and presentation feels familiar to the team reviewing it. Outputs reflect your organization's structure, legal language, and formatting conventions.
1
Click '+ Create Agenda Item'
From the Home dashboard or Meeting Workspace, click the + Create Agenda Item button. This opens the Smart Create form.
2
Describe what you need: in plain language
Type a description of the item in plain language. You don't need to fill out a form. Examples:
"I want to award a resurfacing contract to Luminex for $185k from the Capital Fund"
"Approve short term rental ordinance amendment, 2nd reading"
"Authorize purchase of 5 new Ford F-150s for Public Works"
3
Attach any supporting documents (optional)
Attach a PDF, DOCX, or XLSX file, such as a vendor quote, engineering report, or bid tabulation. Govera will use these in the draft.
4
Click '+ Create and Generate Staff Report'
Click the button and wait a few minutes. Govera detects the item type (e.g., Contract/Procurement), selects style anchors from your prior materials, and generates all documents.
5
Review what Govera detected
Below the description, Govera shows what it detected: item type, suggested agenda section, and the source anchors it used. Review these before proceeding.
6
Open the Item Workspace to review documents
Once the draft is ready, click Open Item Workspace. All generated documents appear here for your review and editing.

Staff Report, Agenda Caption, Resolution, Presentation (PPTX), Q&A prep, and Public Summary, all from one description.
Style Anchors
Govera uses your organization's prior materials so every output matches your formatting, legal language, and structure, not a generic template.
Tip
Attachments on any item: Staff can attach source documents (PDFs, DOCX, XLSX, site plans, engineering reports, vendor quotes) directly to an agenda item at any point in the workflow. Everything a reviewer needs lives in one workspace, not scattered across email threads.
Example Workflow
A Public Works director submits a resurfacing contract. Govera drafts the staff report, agenda caption, resolution, presentation, and public summary. It identifies a similar project approved last year, routes the contract draft to legal, prepares likely governing body questions, and adds the renewal date to the expiration monitor.
Item Workspace & Documents
One item, every document: prepared, reviewed, routed, and packet ready.
After Smart Create generates documents, the Item Workspace is your central hub for that agenda item. Everything lives here: the staff report, resolution, contract draft, presentation, Q&A prep, and approval status.

Presentation
Compiled per item in agenda order. Download as PPTX, ready to present.
Every document in this workspace can be downloaded at any stage for offline review or agency recordkeeping. Changes made outside the platform can be uploaded again to replace the current draft.
Tip
Always editable: Every generated document can be edited and re-saved at any stage: before submission, during review, or after a revision request. Nothing is locked until it's formally approved.
Tip
Full revision history: Every edit to every document is saved and timestamped, creating a complete, auditable record of what changed, when, and by whom. Every document (staff report, resolution, contract, presentation) can also be downloaded at any stage for offline review or agency recordkeeping.
Note
All documents are first drafts. Review, edit, and approve before distributing. The edit history and audit trail are preserved automatically.
WORKS WITH YOUR EXISTING SYSTEM
Govera is built to complement your current agenda management process, not replace it. Once a packet is finalized, staff can download the compiled packet as a PDF and each generated document as a Word file, then post them in your agency's existing agenda system. Govera has no direct integrations with agenda systems today. Where your agenda portal is public, Govera can load your past agendas and minutes from it on our side (done so far for Legistar, CivicClerk, CivicPlus Archive Center and OnBase Agenda Online).
Approval Workflow
Route items through your organization's review chain with a full audit trail.
Every agenda item follows a configurable approval chain before it's included in the packet. The chain can be set differently by item type. Staff remain in control at every step.
Standard Approval Chain
Staff
Dept
Finance
Attorney
Manager
Clerk
Routing rules are configurable by item type. For example, contracts always route through Finance and Attorney; discussion items may skip Finance.
1
Item is created and documents are generated
After Smart Create, the item enters the approval chain automatically. The first reviewer (typically the submitting department head) receives a notification.
2
Each reviewer approves or returns with comments
Reviewers click Approve to advance the item, or Return to send it back with written comments. The submitter is notified immediately.
3
Item advances through the chain
Once approved at each stage, the item moves to the next reviewer. The Secretary or Clerk can see the full chain status in the Item Workspace at all times.
4
Item is marked 'Fully Approved' and packet ready
When the Clerk approves, the item is marked Fully Approved and becomes eligible for inclusion in the meeting packet.
Attorney Review: What Counsel Sees & Does
When an item reaches the Attorney step, counsel receives a notification with a direct link to the Item Workspace. They see the generated contract or resolution alongside the language Govera used. No need to navigate the full platform.
Legal Sufficiency Review
The attorney reviews the draft contract, resolution, or ordinance for legal sufficiency and conformance with applicable state law.
Inline Comments or Return
They can add written comments directly on the document, or click Return with a note explaining what needs to change before they can approve.
Approve & Advance
Clicking Approve advances the item to the next step (typically the Manager or Executive Director). The approval is timestamped in the audit trail.
Tip
Staff remain in control: Routing rules apply by item type. Final review, edits, and approval rest with the organization. The audit trail is preserved automatically.
Institutional Memory
Make prior decisions instantly accessible: everything queryable in plain English.
Govera ingests your organization's prior documents (minutes, staff reports, resolutions, contracts) and makes them queryable in natural language. Type your question and Govera returns a source backed answer. Every result includes the specific document, date, and page it came from.

Institutional memory
Ask questions about your city's institutional memory, or browse and upload reference documents.
Returns ranked passages from your corpus. Each result includes the source document, date, page, and a one click 'Draft item about this' link.
Ask
Returns a natural language synthesis grounded in the same corpus, with every claim backed by a source citation.
Admin Added Content
Administrators can add documents, policies, or reference material to institutional memory directly, not just from meeting records, keeping the corpus current between meetings.
Tip
Always current: When a meeting is closed and its minutes are finalized, Govera automatically ingests those minutes and updates institutional memory: no manual upload step required.

Commitment Tracker
Keep every commitment from meeting minutes visible until it's resolved.
Govera identifies follow up language from meeting minutes ("staff to bring back…", "form a committee for…") and proposes a commitment for each one. The clerk confirms each item before it is tracked. Commitments then remain visible until staff marks them resolved.

Detected From Minutes, Confirmed by the Clerk
Govera finds commitment language in ingested minutes and proposes a commitment. The clerk confirms each item before it is tracked.
Manually Addable
Anything verbal that didn't make the official minutes can be added in one click and attributed to a council member, mayor, or staff lead.
Surfaced Before Meetings
Open commitments related to the next meeting body appear on the Home dashboard 5 days before the packet deadline.
Assigned With Ownership
Every commitment can be assigned to a specific staff member with a due date, so responsibility is always clear and nothing falls through the cracks.
Tip
New Item Detection: Govera also flags moments in the minutes where the board requests something entirely new, not just a follow up, and can convert that request directly into a draft agenda item.
Contracts, Grants and Incentives
Contracts, grants, licenses and permits, certifications, agreements, and incentive agreements: before, not after.
A monitored calendar of every dated obligation in your city's records, with renewal windows surfaced in advance.
Note
How items get here: Contracts attached to an agenda item are captured automatically: no separate upload needed. Contracts outside the agenda process can be uploaded directly by staff for the same tracking and renewal alerts.

Portal & Public Summary
Frictionless, clear communication for governing body members and the public.
When a council or board member submits a question through their portal, Govera surfaces a draft response grounded in your organization's documents. Staff reviews and approves before it's delivered.
Council Portal: No Login Required
One click access matters. Members can open packets, submit questions, and review materials without passwords, app downloads, or training barriers. Each member receives a tokenized link unique to them.
Hi, CM T. Whitfield.

Settings
Configure Govera to match your organization's structure, workflows, and preferences.
The Settings tab is where administrators configure how Govera works for your specific organization. Most settings are configured once during onboarding, but can be updated at any time. Only users with administrator access can modify settings.
Organization Profile
Set your organization's name, jurisdiction type (city, county, school district, special district), logo, and contact details. These appear on generated documents and the council/board portal.
User Management
Add, remove, and assign roles to staff members. Each user gets a role (Clerk, Manager, Dept Head, Attorney) that controls what they can see and do. You can also set department assignments for Department Heads here.
Approval Chains
Configure which reviewers an agenda item must pass through before it's packet ready. Chains are configurable by item type: for example, contracts may require Finance and Attorney review, while discussion items skip Finance. Drag and drop to reorder steps.
Meeting Calendar
Set up your organization's recurring meeting schedule: Regular Council, Board of Trustees, Planning & Zoning, Finance Committee, Special Sessions, and more. Configure packet deadlines and public posting dates for each body.
Document Templates & Style Anchors
Upload prior staff reports, resolutions, and contracts to serve as style anchors for Smart Create. The more prior materials you upload, the better Govera matches your organization's voice and formatting.
Notifications
Control who receives notifications and when: deadline reminders for department heads, approval routing alerts, expiration monitor warnings, and council Q&A submissions. Notification preferences can be set per user or per item type.
Corpus Management
Manage the documents that power Institutional Memory and Contracts, Grants and Incentives. Add new documents (minutes, staff reports, contracts) or remove outdated ones. Govera reindexes after each upload.
Portal Configuration
Configure the council/board portal: set which members receive tokenized packet links, where submitted questions are routed, and how the public summary is formatted. You can also resend portal links from here if a member loses their email.
Note
Admin access required. Most Settings tabs are visible only to users with the Clerk or Administrator role. If you need to change a setting and don't see the option, contact your City/Board Secretary or Govera administrator.
Troubleshooting & FAQ
Answers to the most common questions from staff.
I submitted an item but the next reviewer didn't get notified.
Check the approval chain configuration in Settings → Approval Chains. If the chain looks correct, verify the reviewer's email in Settings → User Management. You can also resend the notification from the Item Workspace by clicking 'Resend Notification' in the approval status panel.
I can't find a document I just uploaded.
Documents appear in the Item Workspace under the item they were attached to. For corpus documents added to Institutional Memory, go to Settings → Corpus Management and confirm the upload completed. Reindexing can take a few minutes after each upload.
Generated documents look wrong: wrong format or organization name.
This usually means the style anchors need updating. Go to Settings → Document Templates and verify your prior materials and organization details are correct. Then regenerate the document from the Item Workspace.
The packet deadline has passed but I need to add an item.
Items can be manually added to a packet after the deadline, but this is a deliberate two step process requiring administrator access to prevent accidental late additions. Contact your Clerk administrator or Manager/Executive Director.
A governing body member says they didn't receive their packet email.
From the Meeting Packet screen, click 'Resend Packet Links' and select the member. You can also resend individual links from Settings → Portal Configuration. Ask the member to check their spam folder. Govera emails sometimes land there on first receipt.
The attorney says they can't access the item for review.
Confirm the attorney's email is correct in Settings → User Management and that they are assigned the Attorney role. The approval notification contains a direct item link. You can resend it from the Item Workspace's approval status panel.
A commitment from the minutes wasn't automatically detected.
Govera detects standard commitment language patterns. If a commitment used unusual phrasing, add it manually from the Commitment Tracker using '+ Add Commitment.' Provide the meeting date, governing body, and the commitment text.
An expiration date under Contracts, Grants and Incentives is wrong.
Open the item under Contracts, Grants and Incentives and click 'Edit' to correct the date and save. If many dates are incorrect, contact your Govera administrator. It may indicate a parsing issue with a specific document format in your corpus.
Glossary
Key terms used throughout Govera and this guide.
Agenda Item
A single matter to be considered by the governing body at a meeting. Includes a staff report, resolution or contract, and supporting documents.
Approval Chain
The configurable sequence of reviewers an agenda item must pass through before it is eligible for the meeting packet. Configured in Settings → Approval Chains.
Commitment
A follow up action found in meeting minutes (e.g., 'staff to bring back…') and confirmed by the clerk before it is tracked. Tracked in the Commitment Tracker until a staff member marks it resolved.
Corpus
The collection of your organization's documents ingested into Govera (minutes, resolutions, contracts, etc.) that powers Institutional Memory and Contracts, Grants and Incentives.
Contracts, Grants and Incentives
The feature that extracts and tracks expiration dates from your corpus, segmented by instrument type (contracts, grants, licenses and permits, certifications, agreements, and incentive agreements), surfacing renewals 90, 60, and 30 days in advance. Incentive covers TIRZ, Chapter 380 and 381, tax abatement, Chapter 313 and public improvement district agreements.
Institutional Memory
Govera's natural language query engine over your corpus. Ask questions in plain English; receive source backed answers with document, page, and date citations.
Item Workspace
The central hub for a single agenda item: contains all generated documents, the approval chain status, the Q&A panel, and edit history.
Legal Sufficiency
The attorney's sign off that a contract or resolution conforms with applicable law. Required before items proceed past the Attorney step in the approval chain.
Meeting Packet
The compiled collection of all approved agenda items (cover page, agenda, staff reports, and supporting documents) distributed to governing body members before each meeting.
Portal
The secure, no login required web interface sent to council and board members as a tokenized email link for reviewing their packet and submitting questions.
Smart Create
Govera's one minute document generation workflow. Provide a topic and item type; Smart Create generates a staff report, resolution, presentation, and more, anchored to your organization's prior materials.
Style Anchors
Prior staff reports, resolutions, and contracts uploaded to Settings → Document Templates that Govera uses to match your organization's formatting, voice, and legal language conventions.
Tokenized Link
A unique, time limited URL sent to each council or board member. Provides one click portal access without a username or password. Not transferable: each member gets their own.
Security & Your Data
Security first, by design. Built for the questions your IT director asks first.
Isolated by Design
Each jurisdiction gets its own database schema: fully isolated from every other agency on the platform. Your data is never commingled with another organization's records.
Encrypted Everywhere
Data is encrypted at rest with AWS KMS and in transit with enforced TLS 1.2+. Sensitive configuration values are stored in a secrets vault, never in application code.
Controlled & Logged
Role based access, vaulted secrets, and every change audited. Every change is logged and attributable: a complete audit trail for your records.
Note
Designed to meet SOC 2 controls: Govera's infrastructure and access controls are designed to meet SOC 2 standards from day one. Govera has not yet completed a formal SOC 2 certification.
YOUR DATA IS YOURS
Your documents are processed by enterprise AI providers (Anthropic, OpenAI and Cohere) only to generate your outputs and search results. Govera does not use agency data to train third-party models.
Tip
When you leave: On request, Govera provides an export of your documents and generated files. If your organization ends its agreement with Govera, we delete your data from our systems.
Getting Started
From signed agreement to first packet. No agency has to change how it operates to adopt Govera. Govera adapts to you.
01
Portal Pull
Where your current system allows it, Govera loads your prior agendas, minutes, and documents from your public agenda portal on our side (done so far for Legistar, CivicClerk, CivicPlus Archive Center and OnBase Agenda Online). No manual export required.
02
Document Folder
Upload historical agendas, memos, and packets. Govera builds institutional memory from what you already have. No starting from scratch.
03
Guided Kickoff Call
A hands on session with our team to configure Govera around your agency's specific structure, approval chains, governing bodies, and standards.
YOU'RE NEVER ON YOUR OWN
After launch, our team checks in regularly to make sure your staff is comfortable with the platform and getting real value from it, not just handed a login and left to figure it out.
Pricing
Priced to fit your agency. Govera's pricing scales with your organization's population, so agencies of every size get a solution sized to fit, not a single license for everyone.
Every tier includes the full Govera platform: Institutional Memory, Smart Create, Approval Workflow, Commitment Tracker, Contracts Grants and Incentives, the Council/Board Portal, and all document types. No feature paywalls.
Small Agencies
Towns and small special districts.
Full platform access, same experience as larger agencies.
Mid Size Agencies
Cities, counties, and school districts.
Scales to higher meeting volume and multiple governing bodies.
Large Agencies
High meeting volume, multiple boards and commissions.
Priority support, dedicated onboarding, and expanded capacity.
LET'S TALK
Every agency's meeting volume and structure is different. Reach out and we'll walk through what a pilot would look like, and what it would cost, for your organization specifically.
